Breaking News: House Republican Bill Would Reschedule Marijuana and De-Schedule CBD

115th Congress-MediumHouse Republican Rep. Griffith Morgan from Virginia, has introduced a bill to the 115th Congress that would reschedule marijuana from a Schedule 1 Controlled Substance, AND exclude cannabidiol (CBD) from the definition of marijuana.

Part I – The Big News | Reschedule Marijuana!

Introduced in the House of Representatives on January 27, 2017, H.R. 715 would reschedule marijuana under section 202 of the Controlled Substance Act (21 U.S.C. 812) to a schedule under section 202 other than the dreaded schedule I.


Schedule I is reserved for substances that have a high potential for abuse, have no currently accepted medical use, and demonstrate a lack of acceptable safety when used under medical supervision.

Clearly, marijuana does not belong under Schedule I.

This bill, if passed, would be truly historic. It would completely alter the landscape for the cannabis industry nationally and perhaps even globally. Although rescheduling alone would likely not immediately end Federal prohibition, it would drive a huge crack in the wall of ignorance surrounding medical and recreational marijuana.

Part II – Equally Great News | CBD Excluded from CSA!

H.R. 715 would also remove cannabidiol (CBD), famous for its efficacy in treating intractable childhood epilepsy (e.g. Dravet Syndrome, Lennox-Gastaut Syndrome), from governance under the Controlled Substance Act!

An End to Federal Prohibition?

H.R. 715, by itself, would not prevent the FDA from restricting and regulating marijuana, but it would remove the DEA from the conversation.

Passage would also likely permit banks and other financial bodies to engage with state-compliant marijuana companies. This would bring much needed capital and financial security to an industry producing billions of dollars outside of mainstream financial institutions and poised to be crowned the #1 most valuable legal cash crop in the U.S.

  1. It’s about time to allow American’s freedom to choose if they want marijuana or not. Most of the people who made it illegal to start with are dead and gone. We want and need for marijuana to be legal to protect the public and end the crime of illegally. It’s time to end the “WAR AGAINST DRUGS”. This is a war against American citizens by our own government that has cost trillions and ruined millions of lives and families. If people have a problem with drugs or alcohol there should be programs to help thos people not put them in jail and ruin their lives.

  2. I support the rescheduling of marijuana. I use it for chronic pain in my head and i live in Alabama. I use it at home for sleep and when i am in pain. I was in an accident and have a vp shunt in my head that hurts me everyday. Please reschedule it.

    1. Wow, Chris – thanks for sharing. I hope Marijuana helps you with your pain. You might want to try a CBD transdermal pen too. I have a broken vertebrae in my neck and I use a transdermal CBD that really helps with the symptoms!

      THC Controls The pain Relaxes The muscles…..helps with nausea best thing for fibro, they should do thc immediately ….and reseach if cbd truly has benefits
      Calm moods, no anger because no pain, plus Indomniacs can rest better …anxiety gets better,
      There’s no reason to stop smokeing, eatimg spray when away from home etc….
      Higher thc helps control Cancer…we need cancer inhibitors asap
      I have the lists several of your must haves to get marijuans,, i am diagnosed with most all, I’d love to feel normal and interact socially as a normal human being
      Help us get relief, help those poor babies with seizures, I beg of you please

  3. PLEASE let this happen, i am 70 and have fibro, arthriitis, COPD, and ADHD. And IBS and symptims of Ehlers Danlos. Meds do not really help and much pain

    1. A republican bill crafted by the Pharmaceutical industry. Don’t be blind rescheduling cannabis would kill the industry and leave Big Pharma to scoop it up!! De-scheduling is the only way!

  4. This would help so many people. I myself would get the benefits from it. I would make my own oil for my aches and pains. I will not under any circumstances partake in Big Pharma. I will suffer the pain before taking any kind of pill. Marijuana is a plant, not a drug.

  5. Anyone who thinks this is a good idea does not understand DEA Schedules or how drugs come to market. No one in the industry should be supporting this bill. Very likely this is coming from the pharmaceutical industry. By rescheduling cannabis to Schedule 2 means every product on the legal market now would have to go through FDA trials. This would essentially shut down almost every business in the industry as FDA trials are long and expensive. There are but only a few companies operating today that would be able to afford that cost. Be informed, the only good answer is a complete descheduling. Do not buy in to the corporate profiteers and the Pharma Lobby on K street!

    I don’t know how long you have been in the industry or how much you really understand it.
    First, let’s start by calling it by its true scientific name, the name of the plant is cannabis, NOT marijuana which is a derogatory slang name used by government propagandists to make the American people associate cannabis with Mexican Cartels. Let’s start with identifying it by its accurate name. Second, I think you should research your articles better before spreading information that has the ability help gain or lose support for a policy you obviously don’t understand. Rescheduling cannabis is exactly what the Pharmaceutical industry wants. Then GW Pharmaceutical who has had unlimited access to the Federal Government’s cannabis farm on the Campus of Ole Miss would suddenly release all of their data showing all the medical benefits we know exist. Then they will crush every small business in the industry, then feed us all a bunch of shitty expensive Pharmaceutical cannabis pills.
    Is that what you want for the industry.
    This bill will only harm the industry!!

  7. What do they want to re-schedule it to? Just to be clear, here is a small list of schedule 4 (one lower than aspirin): alprazolam (Xanax), carisoprodol (Soma), clonazepam (Klonopin), clorazepate (Tranxene), diazepam (Valium), lorazepam (Ativan), midazolam (Versed), temazepam (Restoril), and triazolam (Halcion).

    I can tell you from personal experience stopping Cannabis has never caused me seizures as did Xanax. So, I am glad they CBD is good news, until Cannabis is off the schedule completely or at the very least put it as a schedule I.

  8. I am concerned with regard to the comments stating this doesn’t really help us as consumers, chronic pain patient here. If this is so
    lely designed to help pharmaceutical companies, that is what we do not want! Before I write anyone, I’d like more information. Anyone who is knowledgeable as some of the commenters seem to be, please explain this before we all jump on the bandwagon. I don’t want to be suspicious simply because this is a Rebuplican sponsored bill, but it is surprising, and does point to benefitting pharmaceutical companies.

    It can get plenty off opioids, as you want….not counting all the other deadly combinations ! You want opioids stopeed…

  10. This should have been done by Democrats long ago. But they were asleep at the switch again and they have allowed Republicans to scoop them.

  11. You all know that their is a more recommendable way to legalize Medical Marijuana, that cures (CANCER and M.S, ) and the many other facets of health problems dealing with Parkinson’s, and Alzheimer’s, etc, etc, etc.

    Our President Donald Trump could just sign and Executive Order, legalizing Medical Marijuana, and weed Nation wide., Their by cutting through all the Red tape.

    But there are those prison states like Wyoming, that will never give their people the right to vote on legalizing marijuana, or medical marijuana, as they their Wyoming elected officials have deep pockets in the drug companies., And they know that all there peoples of Wyoming would vote yes, to legalize this non addicting drug in.

    These Wyoming Cities are having heroin epidemics. Cheyenne, Wyoming, Laramie, Wyoming, and Casper, Wyoming are in heroin up to their eyeballs., And there is only 1, one drug that can rid all this B.S. Pot, or even medical marijuana., But no they want to put people into private federal jails, instead of treating the problem, with a non addicting, non killing drug, called marijuana.

    The best part of it all the DCI has arrested Government Officials, for bring CBD = Medical Marijuana back into Wyoming, to give to their loved one’s that have cancer of the breasts, lungs, brain, stroke victims., And they are let out the back door., We even have people here in our state of Wyoming that have arrest warrants out for them by the World Court, for crimes against Humanity with Interpol, and our FBI, and DCI know exactly where these Criminals are living at.

    So I’m not going to hold my breath for our state ever letting us vote on this miracle drug.

  12. Wow, I support this 100% around 6 years ago I was diagnosed bi-polar and suffer from anxiety / headaches. In the past 6 years I can not name all the medications I have taken. They all seem to work for short periods of time and all have some crazy side effect. Cannabis is the only thing I can use that works consistently. Because of the laws I can only get relief when I am home in Louisiana. I work overseas now so drug testing is not a problem. It’s sad that I need to take the risk at home so I can live a normal life. When I’m abroad and have time I flu to Amsterdam. I pray this passes and we can enjoy a better way of life with no repercussions.

  13. Wow … My thoughts are of an educated guess but if we make it illegal for all opioids period. (Where you can and will only receive them in a hospital ). Sell cannabis like cigarettes. Bags of tobacco. Let farmers be able to farm like tobacco and sell it like tobacco. Let stores sell this new tobacco to the public that is safer . Let the farmers have stricter guidelines. Guidelines for each home only being able to have two plants,trees,bushes per house hold. Without farming licenses. Let cbd be sold in pharmacys and monitored. Everyone is Happy. Make it legal!!!

  14. I think it shows a series of bad choices my our leaders that I have to treat my military injuries by either addictive opioids or by breaking the law. I mean am I the only one who sees the paradox?
